Monica Echevarria-Garcia is a commercial, regulatory, and telecommunications attorney whose practice focuses on communications law, technology transactions, regulatory compliance, government enforcement, privacy, and emerging technologies. Drawing on experience in private practice, federal government, and as in-house counsel for one of the nation’s largest telecommunications companies, Ms. Echevarria-Garcia advises clients operating at the intersection of telecommunications, technology, artificial intelligence, and digital communications.

Before joining Siri & Glimstad LLP, Ms. Echevarria-Garcia served as Associate General Counsel at Lumen Technologies, where she advised executive leadership, Sales, Product, Engineering, Security, and Procurement on sophisticated commercial and technology transactions. She negotiated enterprise SaaS, cloud services, technology licensing, data processing, and strategic commercial agreements while counseling business leaders on product development, privacy, artificial intelligence, enterprise risk, and technology-driven growth initiatives. She also developed contracting frameworks, governance standards, and negotiation playbooks designed to improve operational efficiency and accelerate complex commercial transactions.

Ms. Echevarria-Garcia’s practice is distinguished by the rare combination of deep telecommunications regulatory knowledge, sophisticated commercial contracting experience, and firsthand government enforcement insight. She is particularly experienced in matters involving TCPA compliance, FCC investigations and enforcement, STIR/SHAKEN implementation, robocall mitigation, Truth in Caller ID compliance, telecommunications regulation, carrier obligations, privacy, enterprise technology transactions, and artificial intelligence governance. Her ability to bridge legal, regulatory, and technical issues allows her to help clients navigate rapidly evolving legal landscapes while advancing strategic business objectives.
