
Catherine Ybarra’s practice focuses on protecting civil rights and preserving informed consent. Her work advances government accountability and public transparency in matters with direct consequences for human health and the environment. As a cornerstone of this practice, Ms. Ybarra leads a team addressing environmental pollutants, toxins, and the release of biologics. She also contributes to the Firm’s vaccine policy group and FOIA practice. In the latter, she actively litigates against federal agencies, including NOAA, NASA, EPA, FAA, and the U.S. military, and has secured the production of thousands of government documents. Additionally, Ms. Ybarra has represented parties in class action litigation involving data breach and privacy, consumer protection, and other emerging areas of law. She is experienced in navigating the procedural demands of large-scale litigation in both California state and federal courts.
Ms. Ybarra is an experienced civil litigation attorney. After law school, Ms. Ybarra practiced for almost seven years at a boutique civil litigation firm in San Diego. Prior to joining Siri & Glimstad, she served for nearly five years as a Staff Attorney for the San Diego Superior Court.
Ms. Ybarra earned her B.A. from University of California at San Diego. She received her J.D. from University of San Diego School of Law.
